Insurgents attacked an Independent Election Commission of Afghanistan office in Jalalabad, the provincial capital, killing two civilians and two police officers and wounding 12 others who were there to apply for electronic identification cards. Afghan security forces eventually arrived and secured the office, rescuing the surviving people inside. No one has claimed responsibility for the attack.
