On July 23, 2016, at approximately 3:00 PM, suicide bombers attacked a peaceful demonstration at Deh Mazang Square in Kabul. The protesters, primarily from the Hazara ethnic minority, were demonstrating against government plans to bypass Bamiyan province in a major power project. The attack killed 84 people and injured 283 others. ISIS-K claimed responsibility, explicitly stating that Afghan Shias were among their targets. The Enlighten Movement, which organized the protest, accused the government of failing to protect demonstrators, a claim supported by the Afghanistan Independent Human Rights Commission's investigation, which found security forces focused on protecting government institutions at the expense of protesters.
