On March 4, 2021, the Herat police forces conducted a large-scale operation in the Hazara residential neighborhood of Jibraeil in Herat to apprehend Habibullah Ghoriani, an illegal armed commander, under the directive of Herat governor Sayed Wahid Qatali and the Herat Police and Security command. The security forces began shelling citizens and residential buildings with heavy weapons during the attack, causing 2 to 6 fatalities and 141 injuries without regard for safety standards. At least two of the deceased individuals were allegedly security guards employed by Habibullah Ghoriani.
