- Summary of incident
At 11 a.m. on August 3, 1999, a group of Taliban militants entered the village of Allah Ram in Qarabagh District north of Kabul (Shamali). The village population was relatively unharmed from the previous conflict between the United Front and the Taliban. They rounded up sixteen men, tied them up, and took them to a dried-up riverbed close to the village. There, the Taliban group summarily executed all sixteen men by firing Kalashnikov rifles.
