Narrative:

On August 5, 2015, an Afghan Local Police (ALP) commander and four ALP officers stopped a civilian vehicle in Ali Abad District of Kunduz Province. They detained two civilian men from the vehicle, tied one of them to a tree, and physically assaulted both with rifles while accusing them of spying for the Taliban. During the same incident, the ALP stopped another civilian vehicle traveling from the opposite direction. They forced three civilian men out of this vehicle and began beating them. A district government official who was passing by attempted to intervene but was unsuccessful in stopping the assault. Following the incident, local elders petitioned provincial authorities to hold the perpetrators accountable. Subsequently, they received threatening phone calls from the ALP commander. Authorities took no further action in relation to this incident.
