The conflict in the Shamali (Kabul northern districts and Parwan province) between the Taliban and the United Front from 1996-2001 was marked by widespread human rights abuses and violations of the laws of war by the Taliban forces. One of the most gruesome incidents occurred during the Taliban's failed offensive in August 1999, when Taliban fighters carried out summary executions of civilians and surrendered combatants. Eyewitness testimony compiled by the Afghanistan Justice Project provides accounts of these extrajudicial killings of non-combatants and prisoners of war, which constitute war crimes. Beyond the summary executions, the Taliban engaged in a systematic campaign of violence and destruction in the Shamali region over a five-year period. This included the wanton demolition of civilian homes, orchards, and vital irrigation infrastructure through indiscriminate artillery bombardment of population centers. These tactics, described as "scorched earth," resulted in the forced displacement of an estimated 300,000 civilians fleeing the combat zones. The Taliban also arbitrarily detained civilians from the area.
