- Summary of incident
On November 27, 2018, Taliban members on motorcycles escaping an airstrike in Garmsir district arrived at a nearby village and knocked on civilian doors seeking shelter. When two civilians opened their doors, Afghan national security forces in a helicopter targeted the location, killing both the Taliban members and the two male civilians who had provided shelter. This incident demonstrates how civilians become casualties when they are in proximity to military targets during combat operations.
