On July 23, 2016, two suicide bombers denoted their explosives among the protesters at Dehmazang Square in Kabul, the capital city of Afghanistan. The protesters, who were primarily Hazaras, were part of the Enlightenment Movement. They were protesting against the diversion of the TUTAP mega power project which would cause the project to bypass Hazara-dominated areas. At least 84 protesters lost their lives and 260-400 others were injured. The Islamic State of Khorasan Province (ISKP), the regional branch of ISIS, took credit for the attack. However, ISKP later refuted their involvement in the attack.
The Enlightenment Movement, also known as Junbesh-e Roshnayie, was a grassroots civil disobedience movement started by Hazaras in Afghanistan in response to a change in the Fichtner GmbH & Co. KG proposed Energy Supply Improvement Investment Program, unofficially called TUTAP project plans. The change in the project plans would cause it to bypass Hazara regions. The move was seen as perpetuating long-standing anti-Hazara discrimination. Throughout 2016 and 2017, the Enlightenment Movement coordinated large-scale demonstrations against discrimination both domestically in Afghanistan and abroad.

We Found Him with His Limbs Cut Off

My brother was 22-years-old. Sarwar had many good qualities and always treated people with good manners. He continuously cared about his studies. When we lived in Ghazni, he lived in Kabul. He was in second grade. When we moved to Kabul, he enrolled at the Abdul Rahim Shahid School. In that school, he was always top student. Since our financial situation was not good, he also worked in addition to studying. He used to make bricks at night and go to school during the day. He attended both private and public schools and studied up to 9th grade. After that he went to Iran, where he started working in a plastering and sculpture factory. He lived there for almost three years and continued plastering work before returning to Afghanistan. He was able to resume his studies and graduated from a private school. When he was martyred, the Tajiks and Pashtuns also wept for him because he was kind to everyone, and his family and people were very appreciative of Sarwar. He worked in Shamali because our finances were bad. One day before the incident, he was in Shamali. At night, he learned through Facebook that there was a demonstration planned on Saturday. He told us he wanted to participate. We told him, "Why are you going to participate in this demonstration?" He said, “No, my friends called me to be with them tomorrow.” He didn't listen to us. The next day, he went to Dehmazang with his friends. We called him at lunchtime and told him to come home and have lunch. He said he was in Dehmazang and was not coming home. Then, his phone was switched off and we could not contact him anymore. When we learned about the incident, we searched all the hospitals. After four days and nights, we found him in the 400-bed hospital. We found him with his limbs cut off. What I remember about those moments is that he had suffered so much. He was martyred in a such a very sad way, and he left us alone.
